Model tokens are only one cost. A credible evaluation also includes retrieval, tools, human review, correction, retries, failures, escalation, controls, integrations and operational evidence.

Total outcome cost = provider + tools + retrieval + review + correction + failure + escalation + operations + assurance

The useful denominator is a quality-qualified governed outcome: work that meets its task rubric, follows the applicable authority path and reaches a recorded disposition. Calls, tokens and drafts remain diagnostic inputs—not business value by themselves.

Evaluation design. A controlled study should compare the proposed workflow with its simpler baseline, using predefined quality criteria, human-review time, correction burden, clarification success, false refusal and safety non-inferiority. Aggregate averages cannot conceal a harmful task or subgroup.
What exists today. Local controls can limit a synthetic scenario. Reliable provider billing checks and measured production economics remain qualification work.
No unsupported economics. We do not publish a self-hosting break-even, shared-plane margin or enterprise SLA before workload measurements, provider contracts and an operational deployment boundary exist.
